The Baltimore & Ohio Railroad attempted to compete with the Chesapeake & Ohio for Kentucky coal by building the Sandy Valley and Elkhorn Railroad from Shelby to Jenkins along the banks of Shelby Creek. The effort didn't work out very well in the B&O;'s favor and control passed to the C&O; about 1931.
